Richard deSaulles is the Managing Attorney of RDA Law Firm and the current President of the American Samoa Bar Association. In 2012, Richard joined the well-established and highly reputable law firm of Ashley & Associates as an associate attorney, but was promoted to Managing Attorney the following year. The 2017 re-branding of Ashley & Associates as RDA Law Firm has been undertaken under the leadership and management of Mr. deSaulles.
Prior to joining RDA Law Firm, Richard was a Professor of Law at the Monterey College of Law in Seaside , California for six years and he also was an administrative manager in the Monterey County Office of the County Counsel for four years before he became a sole practitioner specializing in civil litigation in state and federal courts in California.
Since moving to American Samoa in 2012, Richard has established himself as a dedicated professional committed not only to his clients, but also to his community. Richard is the current Board Chairman for Pacific Horizons School and a Board Member for Hope House American Samoa. Richard has also volunteered his time teaching high school classes and coaching youth sports. Richard and his family, who originally travelled to American Samoa for a two-year adventure, have enjoyed living in American Samoa for over five years now- with no plans to leave American Samoa any time soon. Richard truly enjoys “island life” and serving the wonderful people and businesses of American Samoa.
L. Marshall Ashley is the founding lawyer of Ashley & Associates, which was rebranded as RDA Law Firm in 2017. Marshall is both a Certified Public Accountant and attorney who moved to American Samoa in 1993 and who lived here for over twenty years. Marshall currently divides his time between Austin, Texas and American Samoa. Marshall established a long history of dedicated professional service in American Samoa, previously serving as CFO of the American Samoa Power Authority. Marshall left an indelible mark in American Samoa, and his return visits are celebrated by clients and colleagues alike.
Joshua Rovelli is the Senior Associate Attorney of RDA Law Firm and he is also the current Treasurer of the American Samoa Bar Association. Since joining the firm as an associate in 2016, it has not taken Josh long to establish himself as a top litigator in American Samoa. In 2017, Josh was promoted to Senior Associate Attorney and he was instrumental in the successful re-brand of RDA Law Firm.
When he is not appearing in court or standing in the RDA Law Firm conference room simplifying complex legal issues for clients and colleagues alike, Josh and his wife can be found actively enjoying the many beaches, hiking trails and natural attractions abundant in American Samoa and throughout the South Pacific.
