Michael practiced in San Francisco with a large employment law firm then came to Saipan to assist in securities litigation in 1988. He was then involved in litigation over land alienation (Article XII). Beginning in 1995, Michael was heavily involved in the estates of Larry Hillblom. In 1999 he and the whole firm defended manufacturers in a large class action that had targeted the garment industry. In 2005, Michael became involved in mass torts litigation involving a drug manufacturer and also began taking medical malpractice cases. Today, Michael focuses on real estate, corporate law, and employment law.Attorney Michael Dotts is a practicing lawyer and an active member of the CNMI Bar, and appears as a lawyer before all of the courts of the Commonwealth. As a lawyer, he adheres to the highest ethical standards that apply to all lawyers in the CNMI. Michael works with the other lawyers of O’Connor Berman Dotts & Banes, and with the other lawyers of Pacific Lawyers.

Practice Focus


Michael obtained a jury verdict in a personal injury case of $3 Million and a judgment for land compensation in excess of $14 Million. Michael led six employers to election victories against labor unions and has defended numerous Title VII cases against the EEOC and FLSA cases against DOL. Michael has obtained not guilty verdicts after jury trials for clients in cases involving both violent crimes and drug related crimes. Michael practices before appellate courts and has obtained precedent-setting decisions in the areas of wrongful death, defamation, and unjust enrichment.
